Zombies
You prepare for this with lots of guns, which you can use to shoot looters during a hurricane.
Thursday the Department of Homeland Security urged people to prepare for a zombie apocalypse. Obviously nobody in the Department of Homeland Security thinks there's going to be a zombie apocalypse, but the thought process is if you're ready for a zombie apocalypse, you're ready for any natural disaster. The government is trying to use this as a way to better prepare communities for disasters; to help them keep in mind things like evacuation plans as well as what you'll need for food, water, and supplies. 

Some may be wondering why the government would have to even use a tactic like this to get people thinking about what they would need in a disaster, but the thought behind it is clear, people are morons and plan for disasters poorly. One thing the government seems to have noticed though is how everybody and their grandmother is prepared for and would know exactly what to do during a zombie apocalypse. Ask them what to do during a hurricane and screw you, The Walking Dead Season 3 starts up soon and that's more important to prepare for. So score one for the CDC for realizing people are idiots.

TL;DR The Department of Homeland Security has to encourage people to prepare for a zombie apocalypse because they don't know how to prepare for actual disasters.
